Motivation: some projects, especially more complex and long running ones, have several tasks that would benefit from some kind of generic knowledge: rules and guidelines, background information, links to other relevant systems, …
This kind of information is not task specific, and it is not a task in itself. It belongs to the project, though. Having a way to add (and find/read, edit, delete, …) this kind of information would help me work on the tasks.
Suggestion:
Re-use the project description feature by (optionally) making it more visible, perhaps put it below the project name on the project page (similar to a second headline).
